Swachhata Campaign Scrap Sales Generate ₹4,405 Crore Since 2021, Govt Highlights Administrative Reforms
The government on Monday said revenue from scrap disposal under the nationwide Swachhata campaign has reached ₹4,405.28 crore between 2021 and January 2026. The update was shared as part of ongoing administrative reform measures aimed at improving record management, office efficiency and digital governance.
According to the Department of Administrative Reforms and Public Grievances (DARPG), scrap disposal during December 2025 and January 2026 alone generated ₹200.21 crore. During January, 81,322 lakh files were weeded out across 5,188 offices as part of cleanliness and record rationalisation drives.
The findings were detailed in the 27th edition of the Secretariat Reforms report, which reviews initiatives focused on streamlining governance processes.
The report stated that cleanliness campaigns were conducted at 5,188 locations nationwide in January, freeing around 4.34 lakh square feet of office space. Major contributions came from ministries including Coal and Heavy Industries, which cleared large volumes of redundant materials.
Revenue of ₹115.85 crore was generated from scrap disposal in January alone, with the Ministries of Railways, Heavy Industry and Coal among key contributors. The campaign also emphasised record management, with 1.82 lakh physical files reviewed during the period.
Administrative reforms under the initiative extend beyond physical clean-up. The report noted the disposal of over 5.57 lakh public grievances, representing more than 90 percent resolution, along with the clearance of parliamentary and state government references.
Delayering measures have reduced the average transaction levels for active files from 7.19 in 2021 to 4.31 in January 2026, indicating faster decision-making processes. Digital adoption has also accelerated, with more than 93 percent of files created in January generated electronically and nearly 95 percent of receipts handled through e-systems. Sixty-five ministries achieved at least 90 percent e-file adoption, while 15 recorded complete e-receipt implementation.
The report highlighted 4,752 inter-ministerial file movements during January, suggesting improved coordination across departments. Officials said the reforms demonstrate a shift toward digitally enabled, transparent and citizen-focused governance, with further expansion of e-office systems expected.
