Patna | July 14, 2025 - The Election Commission of India (ECI) on Monday confirmed that 83.66% of electors in Bihar have submitted their enumeration forms as part of the ongoing Special Intensive Revision (SIR) of electoral rolls. Out of 7.89 crore registered voters in the state, forms from 6.6 crore electors have been collected till date.
With just 11.82% of voters remaining to submit their filled-in forms, the poll body has urged timely action, setting July 25 as the final deadline for submission.
Breakdown of Current Data
According to ECI’s official statement:
- 1.59% of electors were found to be deceased
- 2.2% have permanently shifted
- 0.73% were double-enrolled across multiple constituencies
This brings the total number of voters already accounted for to 88.18%, either through active form submission, removal due to ineligibility, or valid enrollment at a single location.
Third Round of Door-to-Door Visits Underway
In a renewed push to cover the remaining voters, nearly 1 lakh Booth Level Officers (BLOs) are now undertaking a third round of door-to-door verification. To boost this effort, they are being supported by 1.5 lakh Booth Level Agents (BLAs) appointed by political parties. Each BLA is authorized to verify and submit up to 50 forms daily.
Special Urban Camps to Avoid Missing Voters
To ensure no eligible urban voter is left behind, the ECI has announced that special camps are being set up across all 5,683 wards in 261 Urban Local Bodies (ULBs) throughout Bihar. These camps aim to increase awareness, provide assistance with form-filling, and ensure seamless inclusion in the voter rolls.
Support for Temporarily Migrated Electors
The ECI is also focusing on temporarily migrated voters, encouraging them to submit their forms through:
- The ECINet mobile app
- The ECI official website
- Family members or representatives
- WhatsApp or other digital platforms
The commission has launched targeted newspaper advertisements and outreach campaigns to help such electors submit their forms before the final date.
Final Electoral Draft by August 1
After completing the enumeration and verification process, the draft electoral rolls will be published on August 1, 2025. This marks a crucial step ahead of upcoming elections in Bihar, ensuring a cleaner and more accurate voter database.
