Over 1 Crore Voters Submit Enumeration Forms in Bihar Amid Electoral Roll Revision Drive
Patna, July 6, 2025 — More than 1.04 crore electors in Bihar have submitted their enumeration forms as part of the Special Intensive Revision (SIR) of the electoral rolls, the Election Commission (EC) announced on Saturday, amid political tensions and allegations of voter disenfranchisement.
In an official press release, Deputy Director P. Pawan of the Election Commission stated that, as of 6 p.m. on July 5, a total of 1,04,16,545 forms have been received — accounting for 13.19% of the state’s 7.89 crore electors enrolled as of June 24, 2025.
The electoral revision drive, which is being carried out across the state by Booth-Level Officers (BLOs), BLO supervisors, political party agents, and trained volunteers, will continue until July 26, 2025.
Massive Outreach and Ground-Level Push
According to the Election Commission, 93% of enumeration forms have already been distributed to eligible voters throughout Bihar.
“The revision process is being executed with full commitment to ensure no eligible voter is left behind,” the EC statement read.
The BLOs are going door-to-door, collecting Form 6, Form 7, and Form 8 related to new enrollments, deletions, and corrections in the voters’ list.
Political Tension: Rabri Devi Urges Caution Among Voters
Amid the revision drive, Rashtriya Janata Dal (RJD) leader and former Bihar Chief Minister Rabri Devi made strong allegations against the Central and Bihar state governments, accusing them of trying to “snatch the voting rights” of the poor, Dalits, and minorities.
In a public statement, she said:
“People should not show any document to visiting officials except for their voter ID card. There is a conspiracy to remove people from the rolls under the guise of enumeration.”
Her comments have added political heat to what is usually a bureaucratic and routine process. RJD leaders have also accused the BJP-JD(U) alliance of attempting to manipulate electoral rolls ahead of the 2025 Bihar Assembly elections.
Election Commission Calls for Public Cooperation
In response to growing political concerns, EC officials reiterated that:
- No voter will be disenfranchised arbitrarily
- Forms submitted will go through multi-layered verification
- The goal is to update and purify the electoral rolls to ensure fair elections
“Every genuine voter has the right to be included in the rolls. No misinformation should be spread that causes panic,” said an official from the Chief Electoral Officer’s office in Patna.

Why the Revision Drive Matters
The Special Intensive Revision process is crucial ahead of Bihar’s 2025 Assembly elections, as it:
- Allows new voters (18+) to register
- Removes names of deceased or relocated persons
- Ensures address and name corrections
- Boosts confidence in electoral transparency and fairness
Officials are especially focused on ensuring inclusion of first-time voters, migrant workers, and those from marginalised communities.
Conclusion
With more than 1 crore enumeration forms already submitted, Bihar's voter revision process is underway at full speed. However, political allegations and public skepticism could influence participation in the remaining weeks. As the July 26 deadline approaches, both public cooperation and administrative transparency will be critical to ensuring a clean and inclusive electoral roll for the upcoming elections.
